Public Hearing to Consider Approval of the Issuance of Health Care Facilities Improvement Revenue Bonds, Series 2021 (The Ohio Masonic Home Obligated Group Project) by the County of Clark, Ohio
NOTICE OF PUBLIC HEARING
HEALTH CARE FACILITIES REVENUE IMPROVEMENT BONDS
Notice is hereby given that a public hearing will be held by the Board of County Commissioners of the County of Medina, Ohio, on Tuesday, August 17th at 9:00 a.m., in the Administration Building, 144 N. Broadway St., Medina, Ohio, Room 201. This hearing is for the purpose of considering the approval of the issuance of Adjustable Rate Demand Health Care Facilities Revenue Improvement Bonds, Series 2021 (The Ohio Masonic Home Obligated Group Project) (the “Bonds”) by the County of Clark, Ohio, pursuant to Chapter 140 of the Ohio Revised Code, in an aggregate principal amount currently estimated not to exceed $38,000,000. If the issuance of the Bonds is authorized, the proceeds will be used for the purpose of financing (i) the acquisition, construction, renovation and equipping of certain hospital facilities located on the campuses of each of Western Reserve Masonic Community, Inc,, an Ohio nonprofit corporation (“Western Reserve”), 4931 Nettleton Road, Medina Township, Ohio (the “Western Reserve Campus”) and Ohio Masonic Home, an Ohio nonprofit corporation (“OMH”), 2655 West National Road, Springfield, Ohio (the “OMH Campus”), including but not limited to a new skilled nursing facility consisting of 50 units to replace the current skilled nursing facility and a new independent living facility consisting of 56 units located on the Western Reserve Campus, and certain routine capital expenditures of OMH and Western Reserve, including reimbursement of such expenditures and (ii) certain costs of issuance of the Bonds. The initial owners, operators or managers of the Project are anticipated to be Western Reserve and/or OMH. The amount of proceeds of the Bonds used to finance the Project (i) at the Western Reserve Campus shall not exceed $38,000,000 and (ii) at the OMH Campus shall not exceed $5,000,000. THE BONDS SHALL NOT REPRESENT OR CONSTITUTE A DEBT OR PLEDGE OF THE FAITH AND CREDIT OR THE TAXING POWER OF THE COUNTY OF CLARK, OHIO, THE COUNTY OF MEDINA, OHIO, THE STATE OF OHIO, OR ANY POLITICAL SUBDIVISION OF THE STATE OF OHIO. Interested persons are invited to attend this public hearing and will be given an opportunity to express their view concerning the proposed project. Anyone desiring to make written comments may give them to the Clerk of the Board of County Commissioners, Medina County, Ohio, County Administration Building, 144 N. Broadway Street, Medina, Ohio 44256, prior to the public hearing. This notice is given pursuant to Section 147(f) of the Internal Revenue Code of 1986, as amended.
