NOTICE OF SECOND PUBLIC HEARING

PY2023 COMMUNITY HOUSING IMPACT & PRESERVATION (CHIP) PROGRAM

The Medina County Board of Commissioners intends to apply to the Ohio Department of Development (ODOD), on behalf of Medina County and the City of Wadsworth as its partnering jurisdiction, for funding of Community Housing Impact & Preservation (CHIP) program activities under the Community Development Block Grant (CDBG) Small Cities Program and the Federal HOME Investment Partnership Program (HOME), both federally funded programs administered by the State of Ohio. CHIP Applications are due to the State by June 21, 2023.

On May 1, 2023, Medina County conducted the first public hearing to inform citizens about the CDBG/HOME programs, how they may be used, what activities are eligible, and other program requirements. Eligible CHIP activities for PY2023 include Rehabilitation and Repair Assistance; Homeownership Assistance; Tenant-Based Rental Assistance; Fair Housing; and General Administration.

Based on a County housing needs assessment, Medina County is proposing to undertake the following PY2023 CHIP activities within its CHIP Service Area: Private Owner Rehabilitation $435,000 (HOME); Owner Home/Building Repair $225,000 (CDBG); Fair Housing $5,000 (CDBG); and General Administration $85,000 ($42,000 CDBG and $43,000 HOME). CHIP activities satisfy the LMI National Objective. Medina County, on behalf of its partnership including the City of Wadsworth, is applying for a total of $750,000 to fund these activities. Housing Program Income (PI) is also being committed to CHIP activities from both partner jurisdictions.

A second public hearing will be convened on Tuesday, May 23, 2023, at 9:00 a.m. in Balcony Room B, located at the Medina County Administration Building, 144 North Broadway, Medina, Ohio 44256 to allow citizens the opportunity to provide input on the activities.

Should any participant require auxiliary aids due to disability or non-English languages, please contact this office at least one week prior to the hearing date to ensure needs will be accommodated. Anyone wishing to submit written comments prior to the hearing date may submit them to the Medina County Board of Commissioners at the address given above.
