Commissioners’ Meeting

William F. Hutson called the meeting to order at 9:30 a.m. with Adam Friedrick and Patricia G. Geissman present. The meeting opened with the Pledge of Allegiance and a prayer.

The minutes of the January 9, 2018 Commissioners’ meeting and January 9, 2018 Public Hearing were emailed in advance. Mr. Friedrick moved to approve both sets of minutes; Mrs. Geissman seconded the motion. There was no discussion. Roll call showed all commissioners voting AYE.

Highway Administrative Assistant Doug King presented and reviewed the following resolutions: (1) approving the final plats for the Dover Highlands Subdivision Phases 6 and 7 located in Lafayette Township Tract 2, Lot 1, and (2) approving annual assessment on improvements constructed under the authority of Section 6131.63 of the Ohio Revised Code on approximately 22.0317 acres in Tract 2, Lot 1, of Lafayette Township known as Dover Highlands Subdivision phases 6 and 7 and establishing thereby said improvements as a public watercourse. Mr. Friedrick moved to approve the two resolutions; Mrs. Geissman seconded the motion. There was no discussion. Roll call showed all commissioners voting AYE.

The permits of January 4-10, 2018 were reviewed.

Finance Director Mike Pataky presented the following resolutions: (1) cash transfer to the Crippled Children’s Health Fund; (2) cash transfers for various funds; (3) authorizing the purchase of 6,900 gallons of regular unleaded gasoline for the Engineering Center; (4) sales tax distribution to various school districts located in Medina County; (5) authorizing the acceptance of an addendum to a Community-Based Corrections Program 407 Subsidy Grant Agreement; (6) authorizing the acceptance of an addendum to a Community-Based Corrections Program 408 Subsidy Grant Agreement; (7) approval of CY18 Transit Service Agreements with various county agencies and organizations; and (8) allowing expenses of county officials. Mr. Pataky requested payment of the weekly bills in the amount of $1,760,348.82. Mr. Friedrick moved to approve the eight resolutions and to pay the bills; Mrs. Geissman seconded the motion. There was no discussion. Roll call showed all commissioners voting AYE.

Human Resources Director Holly Muren presented and reviewed a resolution approving personnel changes for the employees under the jurisdiction of the Medina County Commissioners. Mr. Friedrick moved to approve the resolution; Mrs. Geissman seconded the motion. There was no discussion. Roll call showed all commissioners voting AYE.

County Administrator Scott Miller presented and reviewed the following resolutions: (1) authorizing an agreement with Community Energy Advisors to act as the exclusive agent in the Medina County Electric Government Aggregation Program; (2) authorizing the leasing of vehicles for the Medina County Sheriff’s Office, the Medina County Maintenance Department, and the Medina County Building Department; and (3) determining to submit to the electors the question of levying a county sales tax at the rate of two tenths of one percent to provide criminal and administrative justice services. Mr. Friedrick moved to approve the three resolutions; Mrs. Geissman seconded the motion. There was no discussion. Roll call showed all commissioners voting AYE.

With no further business to come before the Commissioners, the meeting recessed at 9:35 a.m.

Discussion Session

At 9:36 a.m., the Commissioners began the Discussion Session in the Commissioners’ Conference Room.

SPCA

Scott Miller noted that $27,000 was budgeted for the SPCA. The invoice was received and will be paid. The amount is the same as it’s been for the past few years. The waiting list for the cats was worked through and the Commissioners have had no complaints.

Chief Building Official
Mr. Miller stated that six resumes were received and three of those people were interviewed. Those will be narrowed down and the commissioners will conduct interviews and make their selection.

Bicentennial

Commissioner Hutson reminded that the County Bicentennial Committee meeting would be held that evening. He is working on the MOU for the distribution of the license plate proceeds; the bicentennial license plates should be available soon. The City Bicentennial Committee would be conducting courthouse tours on Sunday beginning at 1:00 p.m.

Joint Meeting with Medina City

Commissioner Hutson noted that a joint meeting with Medina City was requested. He offered several dates; March 5 was chosen. Clerk Peggy Folk will contact the City.

There being no further business, at 9:43 a.m., Mr. Friedrick moved to adjourn the meeting; the motion was seconded
by Mrs. Geissman. There was no discussion. Roll call showed all commissioners voting AYE.
