2026 Medina County Healthcare Benefit Program

Dear Medina County Team,

Thank you to everyone who participated in our recent employee healthcare survey. In total, we received 312 responses. This represents 39% of those who are currently enrolled in our healthcare benefit program. Of those who responded, 47% had a tenure of employment with Medina County of 10+ years. Additionally, of those who responded, 95% were currently enrolled in our healthcare benefit program. Your feedback was invaluable in helping us better understand the needs, preferences, and challenges you face regarding your healthcare benefits. We carefully reviewed every response and used your input to guide several important decisions for the 2026 plan year. Here’s a summary of the key actions we’ve taken:

Healthcare Provider Review

We issued a Request for Proposals (RFP) to evaluate our current healthcare offerings and to ensure we were receiving the most competitive terms. Four providers submitted quotes, which resulted in the renewal or quotes increasing:

  • Medical Mutual of Ohio: 0.2% renewal increase
  • United Healthcare: 1.5% increase
  • Aetna: 21.3% increase
  • SummaCare: 3.1% increase

After evaluating the specifics of each proposal, we chose to remain with Medical Mutual of Ohio for 2026. This option offered the most financially competitive renewal while preserving continuity with your current network provider.

Plan Design Improvements

Your feedback highlighted that the 2025 maximum out-of-pocket costs were too high. In response, we’ve made the following changes for 2026:

  • Maximum Out-of-Pocket (Plan 1 & Plan 2):
    • Single: Reduced from $7,500 to $5,000
    • Family: Reduced from $15,000 to $10,000

While modest premium increases are necessary, the average employee contribution will increase by $7.63 per pay.

Enhanced Dental Coverage

We’ve increased the annual dental benefit maximum from $1,000 to $1,500 per person.  This helps ensure we are managing preventive and ongoing dental care.

Urgent Care

To encourage cost-effective care, we’ve reduced the Urgent Care copay to match the Primary Care Physician copay which is a decrease of $30 or $50 based on plan, making it a more affordable and cost-effective alternative to Emergency Room visits.

Health Savings Account (HSA) Outlook

Many employees expressed interest in a Health Savings Account (HSA).  While we are unable to offer an HSA option in 2026 due to current plan design and funding constraints, we are committed to educating staff on how HSA’s work throughout 2026 with the goal of introducing an HSA option in 2027.
