PROJECT ENGINEER (Working Title)

JOB RESPONSIBILITY

Under general direction, is responsible for planning, coordinating, directing and supervising the work necessary for performing a variety of professional engineering work in the office and field; performs other related duties as required.

ILLUSTRATIVE DUTIES

The duties listed below are intended to illustrate work functions performed by this classification:

Designs and prepares or supervises preparation of construction plans for culverts, bridges, and highway construction projects including pavement, traffic control, guardrail and drainage; makes detailed hydraulic studies and calculations as required;

Estimates quantities and costs of materials needed in construction; assists in purchasing of materials and equipment for maintenance repair or replacement of culverts; prepares contract documents, advertisements, plans and specifications for bidding; performs all other related duties as required;

Assists County Engineer in the coordination of  the OPWC program for Medina County;

Inspects and reports conditions of County highways; determines which need repair, what type of repair is necessary; assists Assistant County Engineer and Highway Superintendent in scheduling and planning repairs; supervises others and reviews inspection reports; acts as LPA Coordinator on State and Federally funded projects;

Provides information to surveyors, engineers, township trustees, fair board and general public in regard to the status of projects, condition of pavement and culverts, specifications and standards, etc.

NECESSARY SKILLS, KNOWLEDGE AND ABILITIES (At time of filing application)

Knowledge of principles and theories of civil engineering; knowledge of methods, materials and equipment used in public works construction; knowledge of surveying as related to development of preliminary plans for construction work; knowledge of highway, hydraulic and structural design; knowledge of public relations; ability to prepare specifications and technical reports; ability to interpret field data; ability to communicate effectively; ability to develop and maintain effective working relationships with contractors, associates, public officials, supervisors and the general public; ability to supervise others.

UNUSUAL WORKING CONDITIONS

Walking, climbing, working outdoors in inclement weather, may be exposed to dirt, dust, fumes, noise, water, vegetation, and moving traffic.  Sitting at a desk for long periods of time; exposure to construction sites, variable terrain, variable temperatures.  May be required to work weekends or holidays and variable hours during construction periods.  May be required to attend training.

QUALIFICATIONS FOR EMPLOYMENT

Any combination of training and work experience which indicates possession of the skills, knowledge and abilities listed above.  An example of minimum acceptable qualifications for this position is:

Possession of a B.S. degree in Civil Engineering, or a closely related field; experience in county or city highway engineering including public works design and construction; experience in managing multiple projects simultaneously.

Possession of a valid State of Ohio motor vehicle operator’s license and verification of vehicular insurability under the Medina County Commissioner’s requirements.
