Board Meeting Minutes, September 4, 2018
Commissioners’ Meeting
William F. Hutson called the meeting to order at 8:32 a.m. with Adam Friedrick and Patricia G. Geissman present. The meeting opened with the Pledge of Allegiance and a prayer.
The minutes of the August 28, 2018, were emailed in advance. Mr. Friedrick moved to approve the minutes; Mrs. Geissman seconded the motion. Roll call showed all commissioners voting AYE.
Highway Engineer Administrative Assistant Doug King presented and reviewed the following resolutions: (1) authorizing the Medina County Engineer to Purchase one (1) new model year mini excavator; (2) determining that three (3) vehicles used by the Medina County Engineer are excess property and authorizing their disposal under the provisions of section 317.12 Ohio Revised Code; and (3) determining the necessity to close Vandemark Road (C.H. 31) between State Route 224 and Kennard Road (C.H. 78). Mr. Friedrick moved to approve the three resolutions; Mrs. Geissman seconded the motion. Roll call showed all commissioners voting AYE.
The commissioners reviewed the permits issued August 16-29, 2018.
Finance Budget Officer Erin Mariotti presented and reviewed the following resolutions: (1) amending the 2018 Appropriations Resolution by transferring appropriations; (2) creation of an Early Intervention Outreach Grant and authorizing appropriations; and (3) allowing expenses of county officials. Mrs. Mariotti requested payment of the weekly bills in the amount of $1,313,282.27. Mr. Friedrick moved to approve the three resolutions and to pay the bills; Mrs. Geissman seconded the motion. Roll call showed all commissioners voting AYE.
Human Resources Director Holly Muren presented and reviewed the following resolutions: (1) approving personnel changes for the employees under the jurisdiction of the Medina County commissioners; and (2) amending the Table of Organization for the Department of Job and Family Services. Mr. Friedrick moved to approve the two resolutions; Mrs. Geissman seconded the motion. Roll call showed all commissioners voting AYE.
County Home Superintendent Joyce Giles reported that the current census at the County Home is 47 with another resident scheduled to be admitted on September 18; two residents are on standby to enter South Court Senior Villas. There are also two males and one female currently participating in the Adult Daycare program on an intermittent basis. She reviewed events that have been attended including South Court Senior Villa’s open house, the United Way Annual Meeting, they hosted the Kiwanis Annual Meeting, Senior Day at the Fair and Buckin’ Ohio event. The County Home once again received meat from the livestock sale at the Fair for which they are always grateful. They will be participating in the Conservation Commissioners Tour as their butterfly garden will be featured. The County Home is also supporting the Fall Foliage Tour and although they will not be featured, the Soil and Water Conservation District will so they will be participating in their scavenger hunt.
Regarding capital improvements, Ms. Giles stated that they recently completed phase 1 of the elevator renovation, a new generator is in place, sidewalk repairs have been completed and a new sidewalk has been installed from the pavilion to the fire pit along with an 8-ft. surround at the fire pit. They will be having a bonfire on September 13 for the residents, their families and employees. A new basement door was also installed.
Ms. Giles reported that CPR classes will be held this week. In answer to a question posed by Commissioner Hutson, Ms. Giles answered that things with the food vendor are going very well. She doesn’t receive any complaints that would warrant making any changes at this time.
Planning Services Director Rob Henwood reported that at the September 5 Planning Commission meeting they will be reviewing a map amendment in Brunswick Hills. Two applications for subdivisions are coming in October. Commissioner Hutson stated that Dustin Russell from the Governor’s office was scheduled to attend today’s meeting, however, due to the time change of the meeting, he was not able to attend. It is expected he will be attending next week’s meeting to present a proclamation from the governor honoring the County’s bicentennial.
Commissioner Hutson presented a proclamation proclaiming September as Prostate Cancer Awareness Month. Mr. Friedrick moved to approve the resolution; Mrs. Geissman seconded the motion. There was no further discussion; roll call showed all commissioners voting AYE.
With no further business to come before the Commissioners, the meeting recessed at 8:40 a.m.
Discussion Session
At 8:42 a.m., the Commissioners began the Discussion Session in the Commissioners’ Conference Room. Amy Lyon-Galvin stated that she is still waiting to hear back from Wadsworth to discuss the upcoming NOACA meeting in October; the deadline to submit any update to NOACE is September 21.
Adjournment
There being no further business, Mr. Friedrick moved to adjourn the meeting; the motion was seconded by Mrs. Geissman. Roll call showed all commissioners voting AYE. The meeting ended at 8:43 a.m.
