Commissioners’ Meeting

William F. Hutson called the meeting to order at 9:00 a.m. with Adam Friedrick present. The meeting opened with the Pledge of Allegiance and a prayer.

The minutes of the March 6, 2018, Commissioners’ meeting were emailed in advance. Mr. Friedrick moved to approve the minutes; Mr. Hutson seconded the motion. Roll call showed both commissioners voting AYE.

Highway Administrative Assistant Doug King presented and reviewed the following resolutions: (1) approving the plans, specifications and estimate of cost and authorizing the Medina County engineer to advertise for bids for the project known as MED-CRGR-FY2018 to install guardrail on various Medina County road in Medina County; and (2) approving the plans, specifications and estimate of cost and authorizing the Medina County engineer to advertise for bids for the resurfacing of Greenwich Road (C.H. 97) from Harris Road to S.R. 3 in Harrisville, Westfield and Guilford Townships and in Westfield Center and Seville Villages. Mr. Friedrick moved to approve the two resolutions; Mr. Hutson seconded the motion. Roll call showed both commissioners voting AYE.

The commissioners reviewed the permits issued March 8-14, 2018.

Finance Director Mike Pataky presented and reviewed the following resolutions: (1) amending the Annual Appropriation Resolution; (2) amending the 2018 Appropriations Resolution by transferring appropriations; (3) revenue adjustments for various funds; (4) expenditure adjustments for various funds; (5) authorizing a cash transfer for the Medina County Emergency Management Agency; (6) authorizing the purchase of 7,900 gallons of regular unleaded gasoline for the Engineering Center; (7) creation of a Building and Renovation Fund and authorizing appropriations; (8) authorizing the Medina County dog warden to perform a cost analysis study of current costs to the county for the provision of services by the Medina County Animal Shelter; (9) authorizing the expenditures related to an Office for Older Adults-sponsored Senior Day and Fall events; and (10) allowing expenses of county officials. Mr. Pataky requested payment of the weekly bills in the amount of $1,260,825.53. Mr. Friedrick moved to approve the ten resolutions and to pay the bills; Mr. Hutson seconded the motion. Roll call showed both commissioners voting AYE.

Human Resources Director Holly Muren presented and reviewed the following resolutions: (1) approving personnel changes for the employees under the jurisdiction of the Medina County commissioners; (2) amending the Table of Organization for the Medina County Commissioners’ Department; (3) amending the Table of Organization for the Medina County Finance Department; (4) amending the Table of Organization for the Medina County Transit Department; and (5) amending the Table of Organization for the Medina County Sanitary Engineer. Mr. Friedrick moved to approve the five resolutions; Mr. Hutson seconded the motion. Roll call showed both commissioners voting AYE.

Sanitary Engineer Amy Lyon-Galvin presented and reviewed the following resolutions: (1) awarding a contract for the Household Hazardous Waste Collection Program for the Medina County Solid Waste District, and (2) establishing the disposal rate for non-residential yard waste delivered to the Medina County Solid Waste District. Mr. Friedrick moved to approve the two resolutions; Mr. Hutson seconded the motion. Roll call showed both commissioners voting AYE.

Chief Building Official Christopher Randles reported that there were 226 permits issued in February for an estimated evaluation of over $10 million. They performed 863 inspections in February. Currently, commercial review time is at 14 days and residential review time is at 5 days.

Mr. Hutson noted that an Expedited Type 2 Annexation Petition was filed in the Commissioners’ Office on March 16, 2018, for 2.0360 acres to be annexed from Guilford Township to the Village of Seville. There is no hearing for an Expedited Type 2 petition. The review for the annexation petition is scheduled for Tuesday, April 10, at approximately 10:00 a.m. during the regular Commissioners’ meeting (if no objections are filed between now and then).

Mr. Hutson presented and reviewed a resolution proclaiming April 2018 as Autism Awareness Month. Mr. Friedrick moved to approve the resolution; Mr. Hutson seconded the motion. Roll call showed both commissioners voting AYE.

Patricia G. Geissman arrived at 9:09 a.m.

Self-advocate Logan Dewiler stated that on behalf of the Medina County Board of Developmental Disabilities, he thanked everyone for the opportunity to be at the meeting. Jon Bluebond thanked everyone for recognizing developmental disabilities and autism in the community and helping them to support people living, learning, and working in the community.

With no further business to come before the Commissioners, the meeting recessed at 9:10 a.m.

Discussion Session

At 9:14 a.m., the Commissioners began the Discussion Session in the Commissioners’ Conference Room.

Liverpool Wastewater Treatment Plant

Amy Lyon-Galvin shared the sign that would be part of the rededication ceremony at the Liverpool Plant. The ceremony will be held this summer; invitations will be sent. The facility will be renamed the Kenneth W. Hotz Water Reclamation Facility. The sign was designed by Medina County Career Center students. The students and the faculty will be recognized and will help with the installation of the sign at the rededication.

Mr. Hutson asked how work on the digester was coming along. Ms. Lyon-Galvin said that a meeting would be held the second week of April where there will be a walk-through of the commissioning program; they will outline how staff training will take place where they will learn how to operate the equipment. They are concluding pricing on how they will import the “seed” material to start the digester where biology will be introduced to jump-start the system; the jump-start will begin this summer. They are anticipating a September substantial completion.

Mr. Hutson asked if the physical construction was almost done. Ms. Lyon-Galvin said it was getting “buttoned up.” They’ve had several of the contractors conclude their fulfillments of work and their job trailers are being moved off site. Piping work inside of the aeration basins are being wired and interconnection of the programming is being done. The physical structures – centrifuge building and the digesters – are complete. The tanks are also done. Those wishing to see the accomplishments are welcomed.

There being no further business, Mr. Friedrick moved to adjourn the meeting; the motion was seconded by Mrs. Geissman. Roll call showed all commissioners voting AYE. The meeting ended at 9:17 a.m.
