Board Meeting Minutes, January 2, 2019

William F. Hutson called the meeting to order at 9:30 a.m. with Colleen M. Swedyk and Patricia G. Geissman present. The meeting opened with the Pledge of Allegiance and a prayer.

The minutes of the December 21, 2018 Commissioners’ meeting were emailed in advance. Mrs. Swedyk moved to approve the minutes; Mrs. Geissman seconded the motion. There was no discussion. Roll call showed Mr. Hutson and Mrs. Geissman voting AYE; Mrs. Swedyk abstained.

Commissioner Hutson presented and reviewed a reorganization resolution that also set the dates of sessions for 2019. Mrs. Swedyk moved to approve the resolution; Mrs. Geissman seconded the motion. There was no discussion. Roll call showed all commissioners voting AYE.

Commissioner Hutson presented and reviewed a resolution appointing county commissioners to various committees and areas of responsibility for the year 2019. Mrs. Swedyk moved to approve the resolution; Mr. Hutson seconded the motion. There was no discussion. Roll call showed all commissioners voting AYE.

Mrs. Geissman chaired the meeting at this point.

Highway Engineer Andy Conrad presented and reviewed a resolution authorizing the Medina County Engineer to advertise for bids for the replacement of the bridge floor and other structural repairs on Bridge No. 17 on Pawnee Road (T.H. 28) in Harrisville Township of Medina County. Mrs. Swedyk moved to approve the resolution; Mr. Hutson seconded the motion. There was no discussion. Roll call showed all commissioners voting AYE.

The commissioners reviewed the permits issued December 20-26, 2018.

Finance Director Mike Pataky presented and reviewed the following resolutions: (1) authorizing cash transfer for the Clerk of Courts’ Auto Title Fund; (2) approving the request for an advance of taxes collected for the Medina County Drug Abuse Commission; (3) authorizing an agreement with Rolling Hills Animal Shelter for dog spay and neuter services for the Medina County Animal Shelter; (4) allowing expenses of the county engineer; and (5) allowing expenses of county officials. Mr. Pataky requested payment of the weekly bills in the amount of $364,129.84. Mrs. Swedyk moved to approve the five resolutions and to pay the bills; Mr. Hutson seconded the motion. There was no discussion. Roll call showed all commissioners voting AYE.

Human Resources Assistant Nicole Lee presented and reviewed a resolution approving personnel changes for the employees under the jurisdiction of the Medina County Commissioners. Mrs. Swedyk moved to approve the resolution; Mr. Hutson seconded the motion. There was no discussion. Roll call showed all commissioners voting AYE.

Department of Planning Services Director Rob Henwood reported that at the Planning Commission meeting, they will be reviewing two final plats for subdivisions; one in Montville Township and one in Westfield Township. Eleven sublots will be made available in Montville Township and thirty will be made available in Westfield Township. They will also be reviewing a preliminary plan in Medina Township that will eventually make 22 lots available for sale and they will be reviewing a zoning map change in Wadsworth Township. Mr. Henwood stated that he looked at subdivision numbers and they are a little down from last year in the number of units they approve, however, they are consistent with the new lots that are coming into the pipeline.

Commissioner Geissman presented and reviewed a resolutions appointing Linda Bauer as Medina County Recorder pro tempor. Mrs. Swedyk moved to approve the resolution; Mr. Hutson seconded the motion. Mrs. Swedyk stated that she will do a great job. There was no further discussion and roll call showed all commissioners voting AYE. Ms. Bauer was sworn in as Medina County Recorder pro tempor; Mrs. Geissman administered the oath of office.

Commissioner Geissman presented and reviewed the following resolutions: (1) designating the official representative and alternate for the purpose of voting at the annual meeting of the County Commissioners Association of Ohio (CCAO) in 2019; (2) approving appointments to the Medina County Community Corrections Planning Board; (3) appointing representatives and alternates to the OPWC District 9 Integrating Committee; (4) appointing commissioners’ alternate for Medina County Planning Commission for 2019; and (5) appointing a member to the Audit Committee. Mrs. Swedyk moved to approve the five resolutions; Mr. Hutson seconded the motion. Roll call showed all commissioners voting AYE.

Commissioner Swedyk moved to adjourn the meeting after discussion session; Mr. Hutson seconded the motion. There was no discussion. Roll call showed all commissioners voting AYE.

With no further business to come before the Commissioners, the meeting recessed at 9:43 a.m.

Discussion Session

At 9:43 a.m., the Commissioners began the Discussion Session in the Commissioners’ Hearing Room.

Commissioner Swedyk

Mr. Hutson welcomed Mrs. Swedyk to the Board noting that she has been in the recorder’s office for 12 years and has done a great job of updating things and bringing current technology to the office. He stated that he is certain she will do a great job as commissioner. Mrs. Geissman also welcomed Mrs. Swedyk to the Board and hopes it will be a wonderful year.

Transit Director

Scott Miller welcomed Shannon Rine who is the new Transit Director for Medina County. He brings a lot of experience and is already looking at the operations.

Public Hearings

Amy Lyon-Galvin reminded the commissioners that public hearings are scheduled for January 8, 9 and 10 to discuss the proposed rate increases for solid waste. Mr. Hutson stated that he will not be at the January 8 public hearing due to a scheduling conflict.

Next Week’s Meeting

The January 8 commissioners’ meeting will be held at 1:30 p.m.

Commissioners’ Charity Ball

Judy Barabas stated that the Commissioners’ Charity Ball will be held Saturday, January 19; it is the 20th anniversary of the Ball. Reservations and sponsorship opportunities can be found at www.mcc-charityball.com. Mrs. Geissman noted that Judy has done a nice job of getting the website up and the invitations. She encouraged everyone to attend and fill a table.

Website

Scott Miller stated that the website has been updated. It looks great and is easy to use. He noted that three other departments will have their websites updated this year. Mr. Hutson thanked Megan Holly and Rhonda Beck for their work on getting it updated; it’s very functional and intuitive.
